Judge rules head of immigration agency was unlawfully named

SAN DIEGO (AP) — A federal say has ruled that Ken Cuccinelli used to be unlawfully appointed to lead the U.S. Citizenship and Immigration Services agency and, in consequence, lacked authority to offer asylum seekers less time to put together for initial screening interviews.
